Welcome to the public engagement website for CERT’s proposals for Albert Street and Peel Street, Eccles
Transformative development and property manager, CERT is excited to be bringing forward a brand new residential development on land bordered by Albert Street and Peel Street in Eccles. The proposals present an opportunity to deliver 124 new homes, including townhouses, duplexes and apartments, in a sustainable location within Eccles Town Centre.
The planning application to Salford City Council has now been submitted and validated. Further details can be found here or be searching for application PA/2025/1028 on Salford’s Planning Portal.
The Proposals
We’re bringing forward plans for 124 new homes on a long-vacant site in Eccles.
o 63no. one-bedroom apartments
o 48no. two-bedroom apartments
o 2no. three-bedroom duplexes
o 11no. two-bedroom townhouses
The homes are set within a thoughtfully designed six-storey development, comprising a mix of apartments and townhouses that respond to their surroundings.

Key Features
Striking corner building
Making the most of this prominent ‘gateway’ location, the corner of the site will be a standout feature that gives a strong sense of arrival.
Better public spaces
Improvements to nearby streets and footpaths will help create a safer, more attractive local environment.
A focus on individuality
Each home is designed with individuality in mind, featuring private balconies, adaptable spaces, and characterful touches like bay windows and arched doorways.
In keeping with Eccles
We’re choosing materials and colours that blend well with neighbouring streets and match the scale of the area.
Greener living
The design includes green spaces at the heart of the development, providing places for residents to relax while also delivering a biodiversity net gain. Additionally, the development features 120 cycle spaces.
The Eccles Vision
This development supports Salford City Council’s plans to revitalise its town centres and makes a significant contribution to The Eccles Vision. In line with the council’s ambitions, it aims to:
- Offer high-quality homes to suit a wide range of needs and lifestyles
- Make a real, visible contribution to the regeneration of the town centre, fitting to the site’s prominent location
- Transform a long-vacant site into a thriving new community, while improving the character and appearance of the surrounding area
- Deliver thoughtfully designed amenity spaces that encourage social connection and relaxation
- Prioritise sustainability, with 120 cycle spaces and a focus on walking and cycling over car use

Responding to Feedback
To get the proposals to this stage, CERT has been in early discussions with Salford City Council, who outlined several key priorities for the site. We’ve shaped our plans to directly respond to these:
High-quality façade design
The development will be made with strong, long-lasting materials that fit in with the look and feel of nearby homes. We’re also making sure the front of the development along Albert Street feels welcoming and attractive.
Bring Albert Street to life
Carefully placed entrance points, more windows, private gardens, and improved landscaping to bring life to the street.
Sustainable forms of travel to be encouraged
With Eccles railway and Metrolink tram stations nearby, the development will include accessible parking only, along with 120 secure cycle stores and a cycle workshop to support greener ways of getting around.
Amenity space encouraged
A shared courtyard garden will sit at the heart of the development, offering a peaceful, green space for all residents to enjoy.
Have your say
We’re now keen to hear from the local community to make sure our plans work for the people who know the area best.
